Towards a historical interpretation of the change of regimes in Eastern Europe

The title summarizes the main argument that I will develop in my presentation. Eastern European mainstream literature sacrificed the historical approach in order to shamelessly glorify the events of 1989-1991. In the theoretical, historical, economic and political literature on the history and consequences of the change of regimes, there is a fierce struggle among the different schools (labeled as discourses and narratives) for the “right” terminology. Nonetheless, the free competition of ideas seems to me illusory. The mainstream literature dismissed Marx’s theory of social formation as an unverifiable “grand narrative”, and excluded it from the set of competing paradigms. This exclusion can be closely linked with a previous development.

1989

In the 1980s, Marxist theory was equated with the legitimating ideology of the state socialist system, which was widely criticized at the time by Eastern European dissident intellectuals. After the change of regimes this criticism developed into a new legitimizing ideology, which was used to justify the rule of the new elite. The real aim of the attempts to discredit Marxist theory in general in Eastern Europe was to divert attention from the crucial issue of the transformation of property relations. The distribution of state property, which in the old times was called the property of the people, was inseparable from the issue of power relations. Therefore, the issue of the distribution of state property had a decisive role in the formation of the new nation states as well. A motion to the Labour Representation Committee conference proposed by The Commune

The Labour Representation Committee notes this year marks the twentieth anniversary of the fall the Berlin Wall, and the beginning of the change of regimes in the USSR and Eastern Europe in the years 1989-1991. Conference salutes the great freedom struggles by the working people, of the communist and socialist oppositionists to the dictatorships which ruled in the name of “actually existing socialism”, such as the rebellions of 1953 in Berlin, 1956 in Hungary and Poland, 1968 in Czechoslovakia, 1980-1989 in Poland, and the myriad struggles in the USSR.

Conference recognises that the legacy of the Stalinist regimes continues to hinder the struggle for a new society today. As part of developing the vision of a viable alternative to capitalism in the 21st century, our movement needs to learn the lessons of their historical failure, including of the previous state socialist conceptions. The class struggle in Latin America is one that has always roused great interest and a certain romanticism among the western left. The continent has seen a number of heroic struggles against often savage exploitation and state repression, whether by the industrial working class, landless peasants or indigenous peoples. But the politics of the Latin American left are complex and often mischaracterised.

Neo-liberalism and neo-Keynesianism – two options for capitalism

In the face of the deepening economic crisis enveloping the US and world economy, Alan Greenspan, former Chair of the US Federal Reserve and prime architect of Republican neo-liberalism was summonsed to a Congressional hearing on October 23rd 2008.  Asked to account for the failures of the ‘free market’ he shamefacedly admitted, “I have found a flaw. I don’t know how significant or permanent it is. But I have been very distressed by that fact.”

Greenspan’s embarrassed admission highlighted the fact that unregulated ‘free market’ capitalism does not bring continued economic growth and prosperity in its wake.  For every upturn, there is a downturn.  Therefore, even before the final demise of the ailing Bush Presidency, his Republican administration, and the following Democrat President Obama, have been forced to adopt a programme of massive government bail-outs of failed companies, first banks, followed by key industries, such as Chrysler. liberalism, citizenship and democracy

A lot has been written recently about the corruption of politicians, the crisis of democracy and the legitimacy of Parliament. This is particularly apt as this year marks 200 years since the death of Tom Paine, the radical liberal who was an inspiration to movements fighting for the vote. On the Left the analysis of this crisis has revolved around the interconnected reasons of the failure of the Labour Party to deliver job security and prosperity to its ‘natural’ constituency of working class voters on the one hand, and on the other, the class nature of the capitalist state which ensures that the policies enacted by governments will ensure the profits of the capitalist class even to the detriment of the majority of voters. Quite rightly these arguments take centre place in any discussion of the problems now confronting both voters and the mainstream parties. However, there is a complementary argument that even on its own terms the ideas associated with liberal democracy are never going to provide a sufficient long-term basis on which the majority of people were going to be motivated to be engaged with what currently passes as the political process. But in order to understand the perceived crisis of liberal democracy we need first to understand the crisis of liberalism. Continue reading “liberalism, citizenship and democracy”

The revolutionary communist movement in the former Yugoslavia has produced some of the most pioneering Marxists: Anton Cilliga, the critic of Stalinist state-capitalism, and the dissident Marxist humanists of the Praxis group in the League of Communists of Yugoslavia who produced figures such as Gajo Petrovic and Mihailo Markovic.  They developed an emancipatory school of communism closely identified with workers self-management, de-alienation and the importance of Marx’s early humanist writings.   Many of these ideas have been lost to West European communism and the insular British left: and with the wars in Yugoslavia the tradition appeared defeated.  But in Bosnia communists are reviving: the internationalist Workers’ Communist Party was founded in 2000.  These comrades have drawn a number of lessons from the experience of state-socialism, which is of particular relevance to our own situation in the UK today.  The Bosnian communists are clear that:

Nationalization of the means of production cannot bring freedom for the working class. State-owned enterprises are under the control of the state, in other words, under control of the ruling party. Exploitation remains. Only socialization of the means of production can produce real changes in the position of the working class. Social ownership is connected with socialist self-management (government).”  They take a clear stand against Parliamentarianism, stating that:  “The political system of socialism will be based on self-government at all levels of social organization. We do not accept a system of parliamentary democracy because it is based on partocracy – rule of the powerful parties and their leaders.” We republish below the basic goals of the Workers’ Communist Party of Bosnia and Herzegovina. On Monday afternoon the unpretentious surroundings of Woolwich town hall played host to remarkable scenes as Nepalese Maoist leader Prachanda addressed a 400-strong meeting. Prachanda is chairman of the Unified Communist Party of Nepal (Maoist), which won a majority in April 2008’s parliamentary elections after a 13-year guerrilla campaign to overthrow the monarchy: he was himself the first Prime Minister of the new republic, before ceding power this May.

The rally was a fascinating spectacle, in particular insofar as it was marked by prolonged bouts of energetic shouting and interventions with a ‘revolutionist’ zeal rather at odds with the actions of Prachanda when in power. The music and speeches preceding Prachanda’s arrival and the fact that, following the apparently much-cherished tradition of the labour movement, the meeting began well over an hour late, only added to the sense of occasion. ‘uncaptive minds’ day school on the russian revolution

The historical experience of the Russian Revolution and revolutions in Eastern Europe – our tradition, dead-end or a perspective for today?

In 1917 the Councils of Workers’ and Soldiers’ Deputies, soviets, took power proclaiming a workers’ and peasants’ republic in Russia.  In the aftermath of the First World War revolutions established Soviet republics in Ukraine, Hungary, Bavaria and Slovakia in 1919.  A new Communist International was founded to unite the international struggle to overthrow capitalism and establish a communist society.   By 1921 the revolution was in retreat, a process which culminated in the triumph of counter-revolution and Stalinist totalitarianism.

The legacy of the revolutions remain with us to this day, but what does it mean for communists seeking to create a new society in the 21st century? Is it our tradition;  were these revolutions a dead end never to be repeated; or does it assist us with a perspective for today?The Commune is holding a summer school to discuss these questions and others.

fictitious capital and credit schemes

This talk given by Michael Egoavil at the Left Forum 2009 panel “Marx’s ‘Capital’ and the Economic Crisis” argues against the demand for state ownership of banks. Michael can be reached at michaelegoavil@gmail.com.

Today I’m going to be discussing Marx’s theory of fictitious capital and its relation to real capital accumulation. Along the way I’m going to focus on Marx’s seldom-read analysis of a French bank known as the Credit Mobilier, in which this theory played a fundamental role. I’ll conclude with some thoughts on how this relates to socialist politics today.

In the third volume of Capital, Marx discusses what he calls “fictitious capital” – what we know as “securities.” Essentially these are titles to streams of income, which are treated as commodities and bought and sold on financial markets. There are significant differences between types of securities. Some represent corporate debts, as with bonds, some represent consumer debts, as with mortgage backed securities, and others represent capital investments, as with shares of stock. But the common aspect of all these different securities is that they all give their owners a right to a stream of income, hopefully leaving them with more money than they started off with. review of the left press july/august 2009

It is a well-worn cliché to decry the separation of theory and practice on the Left.

Firstly, you are meant to start by pointing to the specialised jargon and stuffy scholasticism of academic Marxism – a well-deserved reproach in my opinion; at least for anyone who has picked up a text by Theodor Adorno, or, god forbid, the yawn inducing post-Marxist procrastinations of Jurgen Habermas.

Secondly, you are then meant to imply that if only academic Leftists could remedy this state of affairs some sort of revolutionary synergy (praxis) would magically transform the situation – an attitude that could be surmised as “make your works ‘accessible’; take responsibility to lead the vanguard!”

The reality however is surely more mundane and ego deflationary. That is, more mundane in the sense that academic Leftism is a generally a closed circuit of thought in a professional debating chamber. And more deflationary, most people simply don’t have the time to keep up with it all – why should they?

Or perhaps worst of all there is the stinging sense in which we could take Louis Althusser’s idea of Marxist knowledge after Marx[i]: only a transformative movement that takes action and is thrown into a directly political situation can create knowledge which does not dissolve into idealist speculation. If we take Althusser seriously, then the best academic Marxists can seek to do is describe the situation, give class and production oriented historiographies, and provide critique. The separation of theory and practice is inevitable.

In any case, this unresolved apologia out of the way, what I want to do in this regular column for The Commune is to take a critical reading of the main (non-specialist) Left journals to at least help provide a short-cut to the best of the best and the best of the worst out there. imperialism and populism in latin america: the case of peru 1968-75

For many mainstream commentators, the clashes following the coup against soft-left Honduran president Manuel Zelaya fit into the usual analysis of a continent-wide battle between pro-US conservative parties and a radical “pink tide”.  It is indeed striking how prominently supporters of the Honduran military coup allege interference in the country by Venezuelan leader Hugo Chávez, a theme also particularly commonplace in the political discourse of the right in Nicaragua, Ecuador and Bolivia. The Times[1] this week approvingly quoted one observer to the effect that “Chávism versus anti-Chávism is a new version of Communism versus anti-Communism”.

However, while the Venezuelan president is evidently an influential and controversial figure and the focus of much attention, we must go beyond the typical media epithets about his personality – ‘firebrand’, ‘outspoken’, and so on – and ask: what dynamics and social forces do these conflicts represent? Why has Chávism and anti-Chávism generalized across Latin America, how irreconcilable are the divisions, and to what extent are these questions of anti-imperialism and class struggle?

To understand what is taking place, it is important to contextualize the supposed “pink tide” led by Chávez in the history of Latin America, and in particular the continent’s many examples of ‘populist’ governments with supposedly ‘anti-imperialist’ and statist agendas. This article looks in particular at the case of the ‘Revolutionary Government of the Armed Forces’, which governed Peru from 1968 to 1975.
