Richard Hyman asks whether leadership and bureaucracy are synonymous, and looks at the meaning of rank-and-filism and structural limitations on union democracy. Although dating from 1979 this Capital and Class piece offers insights on themes raised in recent The Commune discussions on the nature of trade unionism.

The aim of this paper(1) is above all to stimulate discussion: firstly about the nature and significance of the changes which have occurred in British trade unionism (particularly at shop-floor level) since the 1960s; secondly about the implications of these changes for the analyses of union democracy and union leadership which are popular on the left.(2) Much of the argument is tentative or exploratory; constructive criticism will be very welcome. rank and file versus bureaucracy in the unions?

Barry (Sheffield) poses questions on the nature of trade unionism as part of the preparations for the discussion at our 12th December aggregate meeting.

This look at the platform followed some recent criticism that the platform did not have a communist understanding of the nature of trade unions. For these critics the platform suggested that a communist rank and file could win the fight against the bueaucracy in the unions and take them over or control them, to turn them into revolutionary organisations. union sell-outs – disbelief and dialectics

Many postal workers and their supporters were left disgusted and disbelieving on Bonfire Night. Billy Hayes and his Communication Workers Union executive had unanimously voted to sabotage a series of strikes which enjoyed widespread support, and guaranteed there would be no strikes until after Christmas. What’s more, they had gained nothing concrete in return. When the new year comes around, Royal Mail will still be looking to make thousands of workers redundant, and attack the conditions of those that remain. In the meantime, posties are already facing a meagre festive period, having lost hundreds and even thousands of pounds in wages on the picket lines.

A message on the ‘I Support the Postal Workers!’ Facebook group summed up the thoughts and feelings of many:
“All the postal workers in Stevenage are furious at the strike being called off. They feel that Royal Mail have got what they wanted eg mail being delivered for Xmas. As soon as Xmas is out of the way Royal Mail will be pushing the changes through and not giving a stuff about the workers. meet the new boss: the united auto workers’ union

What do you call a ‘union’ where the people at the top will directly profit from increasing the exploitation of their ‘membership’? Well, if Barack Obama gets his way, you can call it the United Auto Workers.

Yes, in return for a government rescue package, Chrysler executives and UAW bureaucrats have agreed a deal which will has important implications for the class struggle worldwide, and marks a new stage in the liquidation of official trade unions.

In common with the other ‘big three’ American auto companies (the others being General Motors and Ford), and indeed competitors around the world, Chrysler has suffered from dramatically lower sales in recent years. This situation has been catastrophically worsened by the recession, causing Chrysler and General Motors to seek a bridging loan from the Obama administration. Following the recommendations of the Wall Street-led Presidential Task Force, Obama has given the UAW majority control of Chrysler and a 38% stake in GM, charging it with attacking jobs, wages and benefits. where next for the unions?

Recent events covered by The Commune such as the wild cat strikes and Visteon would indicate a surge in militancy amongst workers. However, look a bit deeper and there are real problems emerging in the trade union movement.

Both the wild cats and Visteon took the unions by surprise, but more telling was the lack of concrete support given by the union leaders and general union movement.

You might have noticed that though trade unions are supposed to be workers’ organisations, they don’t always act like it.  You’ve probably noticed this first in a contrast between the energy, bravery and camaraderie of a campaigning organisation of grassroots union members at your place of work, and the general apathy, cowardice, inertia, incompetence and paternalism of higher levels of the union.  The point of this guide is to explain why something that should be so good got messed up, and what to do about it. pcs leadership calls off action over pay

As predicted in the commune the “Left” PCS union has now called off its planned industrial action over pay.

Whilst details are sketchy it seems that the NEC is claiming victory even though they appear not to have achieved any of their aims, most significantly an above-inflation pay rise for all and the de-coupling of progression costs from pay.

Any gains seem to have come from “recyclables”, which, ironically, predominantly stem from job cuts and office closures!

This is a real setback. PCS had a major opportunity to take on the government over the economy and force real concessions at this time of crisis. And it comes hard and fast after the failure of the “Left” NUT to call action. Members were again led to the top of the hill and then left there. This could, and will, be seen as a defeat if not capitulation by what is purportedly one of the most left wing unions. It will send signals to reactionary and conservative forces – but mostly to workers that gains cannot be won.

The answer in PCS is to begin the ardous task of building a rank and file to challenge the leadership and hold them to account – or by-pass them! This in turn should reach out across all unions to build a strong bottom-up organisation that is not just an electoral machine but is genuinely based on fighting for the interests of workers everywhere. There should be total opposition to all job losses, closures and pay freezes, make the bosses pay. Where possible threatened factories, offices etc. should be occupied under workers’ self-management.

where next for the LRC?

This article was commissioned as a discussion item for Stroppy Blog and as such only represents my own opinions, not necessarily those of anyone else from The Commune – David Broder.

The turnout at the Labour Representation Committee conference on November 15th reflected the role of the current economic crisis in pushing people long involved in the left back into activity: numbers were up from 200 last year to around 270 (not as reported on our website), even though the number of young people involved has declined.

There were several positive steps made at the conference that could breathe fresh life into the organisation, not least its call for a series of discussions on workers’ self-management, social ownership and what we mean by socialism – developing the work begun by the Left Economics Advisory Panel on breaking from Old Labour and Stalinist conceptions of socialism – and the LRC’s affiliation to Hands Off the People of Iran. Hopefully both steps will allow the membership of the LRC to be more involved week-to-week and month-to-month. Continue reading “where next for the LRC?”

manifesto of the workers’ group of the russian communist party

We publish below extracts from the Manifesto of the Workers’ Group of the Russian Communist Party (Bolsheviks).  This current of opposition in the RKP (b) was led by Gavril Ilyich Myasnikov, a Russian metalworker from the Urals, who was a veteran Bolshevik activist who participated in the 1905 and 1917 revolutions. Myasnikov was a Left Communist in 1918, opposed to the Treaty of Brest-Litovsk. He was dissatisfied with elements of Russian ommunist Party policy and increasing bureaucratisation but had disagreed with the Workers Opposition in 1920-21 in their call for unions to manage the economy.  Instead, in a 1921 manifesto, Myasnikov called for “producers’ soviets” to administer industry and for freedom of the press for all workers.  Leaders of the Workers’ Opposition Alexander Shlyapnikov and Sergei Medvedev feared that Myasnikov’s proposals would give too much power to peasants. Despite their disagreements, however, they supported Myasnikov’s right to voice criticisms of Party policy. Along with former members of the Workers’ Opposition, Myasnikov signed the “Letter of the Twenty-Two” to the Comintern in 1922, protesting the Russian Communist Party leaders’ suppression of dissent.
