stop union-busting of rmt cleaners: defend clara osagiede

The campaign to bust the rail workers’ union RMT amongst the cleaners on the London Underground has taken a further turn for the worse, with the possible dismissal of Cleaners Grade Secretary Clara Osagiede.  Clara is facing trumped up charges ‘of gross misconduct’ by the cleaning company ISS, whose bosses have not hidden their desire to break the union.

Clara has been a breath of fresh air in the labour movement in London and an inspiration to many workers.  She was at the forefront of organising the cleaners and played a leading role in the pioneering strikes in July 2008 across the London Underground to secure the living wage.  Despite agreeing to the RMT claim, contractors have been dragging their feet in implementing the agreement.  Worse is that since the strike ended there has been a systematic campaign of harassment and victimisation of RMT tube cleaners working for ISS, ITS, ICS and GBM, private contractors on the London Underground.   Over fifty cleaners have been sacked by bosses under the pretext of checking National Insurance numbers, two RMT have been sacked and several deported under racist immigration laws.

The attacks on RMT cleaners on London Underground have been the biggest single victimisation of trade unionists in British industry in many years. Clara was at the forefront of winning RMT (LUL) London Regional Committee to agreeing a policy that it should mount a campaign against these victimisations in September 2008.

Clearly that policy needs putting into practice, as was done in the case of the victimised rep Andy Littlechild, the victimised safety rep in Metronet, where the RMT responded with an immediate ballot for industrial action.  Historically the RMT has a record second to none in defence of victimised reps including wildcat strikes.  RMT, ASLEF and TSSA members, especially at Hainault where Clara is employed, need to urgently discuss what action they can take to defend this leading member of the union.  Members who work directly for LUL need to recognise that the victimisation of Clara is an attack on the entire union. This was not fully appreciated during the strike in July and the bosses have felt confident to continue the victimisations ever since.  It is time to say: enough is enough

forum on ‘resisting the recession’, london, january 26th

The first meeting in our new series of ‘uncaptive minds‘ forums on “capitalism and the working class today” will be on the subject of “resisting the recession”, discussing the tactics the workers’ movement needs to use to oppose mass redundancies and hold back the rising cost of living.

It will take place from 7pm on Monday January 26th at the Lucas Arms, Grays’ Inn Road, near King’s Cross, London. Speakers include Steve Hedley (RMT London Transport Regional organiser), Christine Hulme (PCS activist in the Department for Work and Pensions), Chris Ford (The Commune; LRC National Committee) and Gregor Gall (Professor of Industrial Relations, Hertfordshire University).

In further meetings in the series we shall be looking at issues such as the financial climate, globalisation and imperialism, casualisation and the changed shape of the workforce.

civil service pay dispute – defeat or victory?

Public and Commercial Services union members were surprised at the sudden calling off of the planned strike on 10th November. The strike was pulled at the very last minute on the Friday before the 10th, leaving activists frantically trying to contact members. The National Executive Committee claimed the cancellation was due to a “major breakthrough” in the dispute.

Surprise turned to bafflement and in many areas anger when the “breakthrough” turned out to be a letter from O’Donnell – head of the civil service – rather than the hard cash members were expecting!

The NEC claim the letter is significant in that it confirms there is no 2% cap in pay negotiations and allows for efficiency savings to be “recycled” into pay. No other union has been given this concession. NEC were also adamant that the campaign continues , that there will be further talks and that action will not be ruled out if the letter proves to be a con.

The early signs are not good. A close examination of the letter shows that the 2% will only NOT apply in very special circumstances. No claim settled or imposed for 2008 is to be reopened. It also appear to bind the PCS to tacit acceptance of the efficiencies. It is unclear where the efficiencies to be released for pay will come from. NEC claim that reducing use of consultants would go some way towards this but as pay negotiations are still delegated many departments will be offering savings made from job losses and office closures-totally unacceptable for any union let alone a “left” union like PCS.

The first big test was in HMRC, where there is an unsettled dispute. Straight away the letter failed as pay offer for 2008 was quietly imposed, without any protest from the Group executive. Again there are promises of open talks for 2009/10 . Members however cannot pay the bills on promises!

Indeed the HMRC experience indicates that the campaign may be a defeat. Members expected action or a significant pay increase – in the event they have neither. This has led to further anger with the union.

The key will be whether  the dispute is allowed to wither away. Activists must now pressure the NEC to ensure that

> There are no further below inflation settlements -flat rate rises for those who lose by % rises

> That all departments open the books to members to identify the savings

> No savings from job losses to be used for pay -instead mount a national campaign against job losses and actualisation

> End performance related pay

> Progressions to rate for the job to be paid separately as elsewhere in the public sector

These demands would need to be backed up by coordinated and innovative industrial action beyond the one day strikes – members’ confidence will also need to be rebuilt.

Politically there also needs to be an open and frank debate about where the allegedly most left wing union in the TUC is heading. The preparatory ground for a Rank and File is already there.

Steve Hedley, the left candidate for the role of RMT London Transport Regional Organiser, has been elected after winning some 60% of the vote.

An RMT activist for over two decades, who has been sacked five times for standing up to management, Steve has a strong record of building the union and encouraging member involvement.

We wish him all the best in his new position.

Three videos on the subject of the week-long occupation of the Republic Windows & Doors factory in Chicago. This won a huge pay-off worth $1.75 million for the workers concerned, who lost their jobs due to the recession.

Workers at Republic Windows and Doors in Chicago won a large pay-off this week after an occupation of the factory where they worked. Gregor Gall argues that in the current economic climate, occupations should play a major role in the fight against mass redundancies.

A recession is well and truly here if you look at the newspapers and see the daily tally of redundancies and closures. Indeed, ITN has begun doing its daily count on its late evening bulletin – just as it did in the grim 1980s.  

Most economic analysts believe the recession will be long and deep, not short and slight. So there is agreement that the number of unemployed will be between 2m-3m by sometime next year unless there is a fight to stop redundancies.

It is not just the redundancies and closures that cause untold misery but the way in which they are carried out in terms of notification and compensation result in further heartache.

Last night (Monday 8th December) we held the last of our first series of “uncaptive minds” forums. The subject of the series was the 1970s class struggle, and we held meetings on struggles such as the Grunwick strike, the Upper Clyde Shipbuilders‘ occupation and the Leeds women clothing workers’ strike as well as discussing the organising methods of the time and focussing on debates in the movement such as the issue of workers’ control.

30 people attended the last of our seven fortnightly meetings, which was on the subject matter ‘Where did it all go?’. A few photos are featured below.

Liam comments: “earlier this evening I went along to a meeting organised by The Commune at which John McDonnell and Jeremy Corbyn very vividly brought to life politics and class struggle in the 1970s. John mentioned an example of a factory in his area in which the management removed the phone from the union office. The shop steward walked to the phone box at the end of the street and brought 250 workers with him. He got his phone back. Jeremy described his time as an organiser for NUPE when he would walk into school kitchens and recruit all the non members into the union. Contrast this to the contemporary situation. The young workers in my local branch of Woolworths yesterday were energetically recreating the 1974 Bulgarian retail experience. It hadn’t crossed their mind to strike, occupy the shop, hold a public meeting. Stoic acceptance that they were losing their jobs and the hope that something else would turn up seemed to be their attitude.”

changes to line-up for monday’s forum

PCS activist Christine Hulme has been added to the platform for Monday‘s ‘uncaptive minds’ forum on the 1970s class struggle. She will be leading off the discussion alongside John McDonnell MP, Jeremy Corbyn MP and RMT activist Steve Hedley.

Unfortunately, Joe Marino will now be unable to attend, for health reasons.

pcs leadership calls off action over pay

As predicted in the commune the “Left” PCS union has now called off its planned industrial action over pay.

Whilst details are sketchy it seems that the NEC is claiming victory even though they appear not to have achieved any of their aims, most significantly an above-inflation pay rise for all and the de-coupling of progression costs from pay.

Any gains seem to have come from “recyclables”, which, ironically, predominantly stem from job cuts and office closures!

This is a real setback. PCS had a major opportunity to take on the government over the economy and force real concessions at this time of crisis. And it comes hard and fast after the failure of the “Left” NUT to call action. Members were again led to the top of the hill and then left there. This could, and will, be seen as a defeat if not capitulation by what is purportedly one of the most left wing unions. It will send signals to reactionary and conservative forces – but mostly to workers that gains cannot be won.

The answer in PCS is to begin the ardous task of building a rank and file to challenge the leadership and hold them to account – or by-pass them! This in turn should reach out across all unions to build a strong bottom-up organisation that is not just an electoral machine but is genuinely based on fighting for the interests of workers everywhere. There should be total opposition to all job losses, closures and pay freezes, make the bosses pay. Where possible threatened factories, offices etc. should be occupied under workers’ self-management.

where next for the LRC?

This article was commissioned as a discussion item for Stroppy Blog and as such only represents my own opinions, not necessarily those of anyone else from The Commune – David Broder.

The turnout at the Labour Representation Committee conference on November 15th reflected the role of the current economic crisis in pushing people long involved in the left back into activity: numbers were up from 200 last year to around 270 (not as reported on our website), even though the number of young people involved has declined.

There were several positive steps made at the conference that could breathe fresh life into the organisation, not least its call for a series of discussions on workers’ self-management, social ownership and what we mean by socialism – developing the work begun by the Left Economics Advisory Panel on breaking from Old Labour and Stalinist conceptions of socialism – and the LRC’s affiliation to Hands Off the People of Iran. Hopefully both steps will allow the membership of the LRC to be more involved week-to-week and month-to-month. Continue reading “where next for the LRC?”

lrc conference: has the traditional left a future?

Saturday 15th November saw the annual conference of the Labour Representation Committee, a body supported both by Labour-affiliated and non-affiliated unions including ASLEF, the Bakers’ Union (BFAWU), CWU, FBU, NUM and RMT.

A packed-out Conway Hall discussed and debated a set of resolutions and elected a new National Committee. Our motion on workers’ self-management won a large majority and our comrades Chris Ford and David Broder were elected to the NC on an openly communist platform favouring workers’ self-management, having been nominated by the BFAWU. Dozens of the trade unionists attending also took the opportunity to buy the first issue of our paper and our pamphlets.

The latest of our ‘uncaptive minds‘ forums on class struggle in the 1970s was held last night (Monday 10th November), featuring discussion of the 1971-72 work-in at the Upper Clydeside shipyards, occupied by the workforce in response to the mass redundancies threatened by the Tory government.

Chris Kane gave a talk outlining the dispute, with particular reference to the contradictory role of the Communist Party both in mobilising via its shop-stewards and in terms of keeping the struggle ‘respectable’ and wedded to the conservatism of the TUC leadership and Labour Party. Rather than attempting to spread the struggle and build solidarity with other workers and other shipyards, the leaders of the strike hoped to win over public opinion through continuing to work in a ‘disciplined’ fashion while the yards were occupied. Chris said this was in many ways parallel to the feeble Communist strategy in the west of Scotland during the 1984-85 miners’ strike.

The discussion amongst participants in the meeting raised several points relevant to today’s struggles, including rank-and-file control of disputes; the value of the occupation tactic and need to pose the question of ownership; and the need to find solidarity from other workers, particularly in an age of global capital where production can easily be moved around the world.
